California's top-two began with the June 2010 Primary. (A version of it had been defeated in 2004.) This forced the legislator to redefine "partisan" versus "voter-nominated races. Today in California there are ONLY two partisan contests: the President of the United States and local county central committees. All other races for state and federal offices are now defined as voter-nominated candidates. This change continues to be controversial. (Read more here.)
